Yes I understand the theory - competitive land markets - require 'out' as well as 'up' to eliminate monopoly rents extracting all the economic gains. This paper makes the case for how to do 'up' better. Making 'up' more competitive means the amount of venting 'out' that is required for competitive equilibrium is less.
