Yes if NZ lacks electricity storage capacity then the overbuild generation capacity (wind turbines everywhere) response might be used. This is expensive and in the long run wasteful of resources.

Having said that, if baseload demand for electricity consumption rises. Pumped hydro storage can ‘buffer’ a modest amount of wind power generation if wind is the lowest cost option for new generation.
